From the EPA Conference Benefits Office: We have been experiencing a difficult transition to our new insurance carriers: Independence Blue Cross and United Concordia (UCCI) Dental. This is due, in part, to using a “passive” enrollment process to keep members from having to complete enrollment forms. The larger difficulty has been system problems at Independence Blue Cross and a combination of errors that were beyond the control of the EPA Benefits Office.
