¶ 2524. Local Church Board of Trustees Qualifications
In each pastoral charge consisting of one local church, there shall be a board of trustees, consisting of not fewer than three nor more than nine persons, and it is recommended that at least one-third be laywomen and that at least one-third be laymen. The trustees shall be of legal age as determined by law, and at least two-thirds shall be professing members of The United Methodist Church (see ¶¶ 259.1, .3; 2529). No pastor is a voting member of the board of trustees unless elected as a member.

Property and Liability Information:
As part of the renewal process, our insurance agent, EHD, obtained quotes from several insurance companies with an objective to maintain existing coverage limits and lower premiums.
After careful review of the competitive landscape, The EPA Board of Trustees has approved a change. Effective, July 1, 2011, the primary insurance carrier for the Property & Liability program for EPA has changed from Philadelphia Insurance Company to Church Mutual Insurance Company. We were able to keep existing coverage limits and reduce total premiums by $395 thousand, a 12% reduction. We will be passing on these savings to all churches in the coming months.
Church Mutual’s mission is to focus on serving faith-based organizations, including places of worship, schools, senior living facilities, denomination and association offices and other religious ministries. The company holds an “A (Excellent)” rating, with a “stable outlook,” from A.M. Best Company. The rating reflects a strong capitalization, and a prominent position in the religious institutional marketplace.
Philadelphia Insurance will continue to provide the directors and officers insurance and coverage for our camps. Church Mutual will provide the package for property, liability, automobile, and umbrella liability. The workers compensation carrier, Eastern Alliance, remains unchanged.
If you have an automobile, a new card will be issued. If you are due for a boiler inspection, please call our insurance agent, EHD at 610-280-0410 and ask for Margie Follette or Jim Lewis.

Boiler Inspection Information - All boilers and pressure vessels must comply with Pennsylvania’s Boiler and Unfired Pressure Vessel Law and its regulations and are subject to periodic inspections. Information on the regulations:

This document is recommended to be used by churches of the Eastern Pennsylvania Conference who give permission to use church property/facilities to non-church groups/individuals (User). The Conference insurance policy covers only church activities under the control of the local church. Non-church groups/individuals using church facilities, even though permission has been given, do so with the understanding that losses or liabilities incurred by non-church groups/individuals are not covered by the local church.
Decennial report?
Several inquiries have been received recently by The EPA Conference Board of Trustees regarding a state requirement to complete a Decennial report. We asked our conference attorney to look into this matter and his report follows:
Pennsylvania corporations (profit and non-profit) must file a Decennial Report (every ten (10) years) which sets forth the basic information about the corporation. That information would include the name, address and the fact that the corporation continues to exist in Pennsylvania. This filing carries a $70.00 filing fee. The exception to that requirement is if the corporation has made any filing with the Department of State in the previous ten (10) years. In order to avoid the Decennial Report, it is recommended that local Church corporations file an annual statement for non-profit corporations. This is required only if the officers of the corporation change in any given year. This is normally the officers of the Trustees who serve as Directors of most incorporated Churches. If this report were filed during the ten (10) year period, the Decennial Report would not be required. Churches receiving the notice about the Decennial Report should make that filing. Failure to file will mean that the name of the corporation will no longer be deemed to be registered under Pennsylvania law. The law is designed to inform the Commonwealth what names and corporations are still in existence.
